How can someone that doesn't own a football club make an "official" approach for a manager? I think what you read was. "Nottingham Forest's potential new owners have made an initial approach to Gary Rowett"

You do not make any approach for players, or managers unless you know you are sure a deal is certain to be reached for your company to take over, otherwise it is pointless.
